ONC-ATCB Certification for Meaningful Use (MU)

Department of Health and Human Services’ (HHS) Office of National Coordinator (ONC) has established a temporary certification program for Health Information Technology (Health IT). The program provides a way for organizations to become authorized by the National Coordinator to test and certify electronic health record (EHR) technology and such organizations are called Authorized Testing and Certification Bodies (ONC-ATCB).

ONC-ATCB certification aligns with Health Information Technology: Initial Set of Standards, Implementation Specifications, and Certification Criteria for Electronic Health Record Technology published in the Federal Register in July 2010 and strictly adheres to the test procedures published by the National Institute of Standards and Technology (NIST) at the time of testing. The list of             certified electronic health record technology is updated as new products are certified.

iPatientCare EHR became ONC-ATCB 2011/2012 Certified Complete EHR for Meaningful Use very early on in September 2010 (Certification number: CC-1112-607019-1) when the process began through the Certification Commission for Health Information Technology (CCHIT®), an ONC-ATCB. The 2011/2012 criteria support the Stage 1 meaningful use measures required to qualify eligible providers and hospitals for funding under the ARRA through Medicare and Medicaid EHR incentive programs.

Surescripts Certification for e-Prescribing Compliance

iPatientCare EMR received Surescripts Certification in June 2010. This certification ensures that the iPatientCare EMR software is able to send and receive electronic messages in accordance with the industry standards (NCPDP SCRIPT standard) and that it is providing open choice for medication selection and dispensing location. Additionally, iPatientCare EMR complies with the rigorous standards on patient safety, efficiency of the electronic prescribing process and ease of use by end-users.

From a prescription history perspective, achieving this certification means that iPatientCare is authorized to request/receive prescription history, eligibility, and formulary information from community pharmacies, payers, and pharmacy benefit managers (PBMs). Also, the software is certified to provide utilization summaries for the prescription benefit service.

As a Surescripts Solution Provider, iPatientCare has certified software for all message types associated with Benefit, History and Routing services designed for ambulatory settings. From a prescription routing perspective, passing this certification means that the iPatientCare software has the ability to route new prescriptions and prescription renewal requests to community pharmacies and mail order pharmacies.

The availability of this information at the point of care allows prescribers to determine the most clinically appropriate and cost effective medication for the patient. Additional advantages include tighter formulary compliance, increased generic substitution rates, less therapeutic duplication, enhanced data collection capabilities, greater control over routing of prescriptions, direct delivery of DUR messaging to prescribers. This information is provided to prescribers in real-time by PBMs and payers who have been certified to connect to the Surescripts network, of which iPatientCare is a proud member.
